Biography

Former Florida Attorney General Doran’s practice focuses on state government regulation and civil litigation. He is
experienced in representing individuals and business in consumer protection matters (including Can Spam Act,
UDTPA, data security ,advertising substantiation and negative options) , civil and administrative Medicaid Fraud cases
and other government regulatory matters . Frequent representation of business clients in matters investigated by the
Florida Attorney General’s Office and multi-state investigations by state attorneys general. Doran also advises clients
on Florida constitutional and statutory law issues including public records and open meetings laws and state
campaign finance, ethics and gift laws. He is admitted to practice before the United States Supreme Court, the
Eleventh Circuit Court of Appeals, all Federal District Courts of Florida and the Florida Supreme Court and is counsel
of record in over 200 reported appellate cases.

Richard E. Doran is a shareholder in the Tallahassee law firm of Ausley & McMullen P. A. He joined the firm in 2003 after completion of his term as Florida’s 34th Attorney General. Prior to his appointment as Attorney General by Governor Jeb Bush, Richard served five years as Chief Deputy Attorney General for Attorney General Bob Butterworth. In that position he supervised the efforts of the nearly four hundred lawyers serving as Assistant Attorney Generals, managed the daily operation of the office and oversaw all major litigation such as the state’s antitrust lawsuit against Microsoft and many consumer fraud investigations including investigations of Ford Motor Company, Rite Aid, MCI, Firestone and BankOne.

From 1995 through 1997, he served as General Counsel of the Florida Department of Health and Rehabilitative Services. From 1990 through 1995, he served as managing attorney of the Florida Attorney General’s Criminal Appeals Division and Civil Litigation Division.

Doran’s practice focuses on state government regulation and civil litigation. He also advises clients on compliance with state level campaign, lobbying and gift laws, on public records and open meetings laws and state procurement laws. Admitted to practice before the United States Supreme Court, the Eleventh Circuit Court of Appeals, all Federal District Courts of Florida and the Florida Supreme Court; he is counsel of record in over 200 reported appellate cases.
