Florida Bar certified in government and administrative law, Mike Glazer represents a myriad of health care clients in state and federal regulatory issues, as well as government procurement and bid protests. He also has a significant appellate law practice.

Michael Glazer is President of Ausley McMullen and focuses his practice on administrative and governmental law and litigation with an emphasis on health care matters. His clients include hospitals, managed care companies, ambulatory surgery centers, home health agencies, pharmacies, pharmaceutical distributors and manufacturers, health care clinics and others.  Mike regularly represents clients on a wide array of both state and federal regulatory issues which also includes work in the affordable housing sector as well as procurement and bid protest matters across the full gamut of government contracting.

In addition to his regulatory practice, Mike also has significant appellate law experience with over three-dozen reported appellate cases. Additionally, he has substantial experience in matters involving Public Records, Government in the Sunshine and related matters.

Mike was one of the first lawyers in Florida to achieve Florida Bar Certification in State and Federal Government and Administrative Law.

  • Representing numerous health care organizations in dozens of certificate of need cases, some of which have resulted in the approval and development of new hospitals and health care facilities throughout Florida.
  • Successfully defended a quasi-governmental corporation in a lawsuit brought by The Miami Herald seeking the disclosure of unredacted records of deceased children based on a claim that the documents were public records and not covered by HIPAA.
  • Successfully defending an award of a contract to a managed care company as one of two successful bidders for a $200 million health insurance contract.
  • Serving as lead counsel for a group of hospitals seeking to overturn a state agency interpretation of a law reducing the state’s indigent care tax. This resulted in refunds of approximately $23 million to a group of hospitals.
  • Overturning a multi-million-dollar award of a contract to a school board when our client’s bid was a rejected in what was proven to be an “arbitrary and capricious” decision when the case was tried before an Administrative Law Judge.
  • Handled all of the regulatory approvals for the change of ownership of three hospitals that occurred on the same day. This resulted in the transition of hundreds of different licenses, certificates, permits, etc. in a smooth, coordinated fashion.
  • Representing a public corporation that annually awards millions of dollars in tax credits for low-income housing as it sought to impose sanctions on a developer that had entered into a non-prosecution agreement with the U. S. Department of Justice with regard to certain low-income housing development projects.
